David Fairs to step down

David Fairs, TPR’s executive director of regulatory policy, analysis and advice, will be stepping down from his position in March.

Fairs, who joined TPR in July 2018, has presided over the implementation of a number of substantial policy changes.

The creation of TPR’s new defined benefit (DB) funding code, which is presently up for consultation, and new capabilities under the Pension Schemes Act 2021, such as collective defined contribution and pensions dashboards, are among them.

A proposed new value-for-money framework is expected to be subject to consultation later this year as a result of Fairs’ collaboration with the Financial Conduct Authority (FCA) and the Department for Work and Pensions (DWP).

Additionally, he has been responsible for managing TPR’s team of professional advisers, which includes actuaries, attorneys, financial experts, and business analysts.

He has championed TPR’s efforts to combat climate change and has aided TPR and the larger sector in making critical advancements toward integrating equality, diversity, and inclusion.

Fairs will depart TPR midway through March 2023 and an interim director of Regulatory policy, analysis, and advice will be appointed.

TPR chief executive Charles Counsell says: “David has been a highly valued member of our Executive Team and Board for more than four years, during which time he has shown exceptional leadership internally and amongst our key stakeholders.

“He has played a pivotal role in implementing ground-breaking policies that are already helping to better protect savers and drive stronger retirement outcomes. His knowledge and experience will be sorely missed but we all wish him well as he moves on to new challenges, in which I am sure he will continue to make a real difference.”
